I doubt they'll get much people back through bribery alone. Not when the sense of community is damaged and there's so little activity for people to come back to. :( I'm waiting for that fandom-friendly place to show up, because I want it too!
Tumblr is a bit of a strange creature. There are no communities. It's a kind of "free-for-all-blogging"... with nothing to really tie people together. You can follow people, which is basically like friending them, but there's no real way to comment or communicate. There's a messaging system, that mostly doesn't work and many messages seem to get lost in limbo. To have a conversation with someone, you basically have to reblog their post to your own tumblr and add what you want to say at the bottom, for everyone (that follows you) to see, and then the other person has to do the same thing back. The tags that could be helpful seldom aren't, because people use them for commentary on whatever it is they're posting. Instead of putting that in the actual post, because that is apparently rude or something.
I mostly scroll and click like on pretty pictures there. It gets boring after a while, and it's definitely not a place to post or find fic.
But it's fun in its own strange, voyeuristic way. People just watching each other post pictures and complain about finals or not being able to sleep. ;)
